California ADU law has been rewritten repeatedly and generally in the homeowner's favour, but the rules that matter are still local: utility connection requirements, fire access, and how your specific jurisdiction reads the state standards.
Detached, attached, garage conversion or JADU
Four different projects with four different cost structures. A garage conversion reuses an existing slab and walls, usually the cheapest route, but only if that structure is sound and legal. A detached new build costs more and gives you a purpose-designed unit.
Utilities are the hidden line item
Whether the ADU can share the main house's electrical service, water meter and sewer lateral, or needs its own, swings the budget substantially. This gets answered during feasibility, before you commit to a design.
Fire access and defensible space
In hillside and high fire-hazard areas, access width, hydrant distance and defensible space around the new structure can constrain siting or require sprinklers. Worth knowing before drawings, not after.
